    本研究は，動脈系のインフラサービスと比較して利用者のニーズや理解という点で不利な側面がある下水道や廃棄物収集といった静脈系のインフラサービスを対象として，その整備水準が異なる途上国の都市を対象に，既存のサービスの利用状況の調査，利用者への意識調査や支払い意思の調査，サービスの提供者への聞き取り調査や実態調査を通して，利用者への理解や適切な利用に影響を与える要因を分析して効果的な導入方策を検討するとともに，サービスの提供者側の視点にたって持続的なサービス提供のあり方について検討するものである。 今年度は昨年度北京市およびハノイ市において実施した廃棄物の分別収集についてのオンラインモニターによる調査結果の分析を進めた。北京市の調査結果については，目標意図，実施意図に対する2段階の心理モデルを構築して分別に影響を与える要因について検討を行った。ハノイ市の調査結果については，これまでの研究でよく利用されてきた3つの心理的要因の他に，コミュニティへの帰属意識や行政への信頼度についての質問も加えて，資源ごみや生ごみの分別行動についての分析を行った。さらに，ハノイ市においては追加のアンケート調査を実施している。 また，これらの意識調査とは別に，カンボジア・プノンペン市を対象に，廃棄物収集における経済性や環境負荷の分析を現地の行政関係者とともに実施し，さまざまな改善策のフィージビリティについて議論を進めている。

    In order to solve the problems on water use systems in rapidly developing urban area of developing countries, practical approaches to enhance residents' ownership on local water systems were discussed through the field survey on Hanoi in Vietnam and Galle in Sri Lanka. Through water use and water quality monitoring in water supply and the surrounding environment, interviews and questionnaire surveys for residents and residents' representatives, several implications to better management of water systems have been obtained: (i) to provide appropriate information on water use and water environment to residents, and their understanding, (ii) to recognize the relationships among water use, wastewater management and water environment, and integrated management of them, and so on.

    The effects of implementing ubiquitous network into Hachijo Island for mobilization of tourism resources and local material flow were examined. Collaborative relationships were established with the tourist information center and local community groups. The local tourism information was installed into a smartphone application for the tourist support. Eleven tourist spots were chosen to install IT tags for communication with a smart phone of the visitor. A social survey revealed that non-market distribution of foods within the island exceeded more than half amount of the meals of the residents depending on the season and high ownership of refrigerator for the food storage. It was found that the percentage of mail or internet shopping user is similar to the country average, and such shopping ratio is high in furniture, electric appliance and clothes.

    Securing water resources and reducing water-related disaster are critical to develop sustainability in society. Global database on water surface, including lakes and rivers, and on glacier particularly debris coverage were developed based on earth observation from artificial satellites, ground water model and river dynamic model were revised and incorporated with land surface/hydrologic models, and future projections how available freshwater resources, water scarcity, and flood damages will change associated with climate change were estimated. At the same time, the changes in water demand in agricultural and urban sectors driven by demographic and socio-economic developments were analyzed and formulated, and contributed to estimate future changes of saving water demand by food trade and health risk with developing water infrastructure.

    This study has developed a methodology to evaluate nutrient pollution control measures in a watershed scale, using Material Flow Analysis on food production and consumption. Then, it was applied for the lower reach of Chao Phraya Basin to discuss on performances by installation of wastewater treatment systems and reuse of nutrients in agricultural sectors.

    研究代表者はこれまでに、利根川水系上中流域を対象として、河川流量の確率分布を統計データを用いてモデル化し、さまざまな水資源管理施策や水質管理施策を水量、水質の両面から確率分布を用いて評価することを行ってきた。また、評価を行ううえで用いたシミュレーションのさまざまなパラメータについて感度解析を行い、 どのようなパラメータが全体の評価の精度に大きな影響を与えているのかを明らかにしてきた。今年度については、さまざまな流域管理施策を複合的に導入していったときの効果を検討した。 具体的には、ダム新設、上水道事業における有効給水率の改善、下水処理水再利用の促進、下流部農業用水利用の合理化、生活系水利用における節水、下水道や合併浄化槽の普及、下水処理水の水質改善、畜産業の負荷削減、製造業の負荷削減などを対象として、考えられる施策の規模を想定し、それらによりどこまで渇水被害や水質が改善されるのか、組み合わせて導入した場合にどの程度まで改善されるのか、について検討を行った。また、シミュレーションの基準年(1990年)から10年後の流域フレームを用いて、改善効果の評価を行った。 まず、特に水量・水質管理施策を重点的に推進しない場合については、基準年から10年後について建設中のダムの供用が始まることや、水需要自体ののびがそれほどでもないことから渇水被害は減少するが、水質については悪化することになるという結果を得た。また、上記の施策を重点的に行った場合については、水質についてはBOD、CODで10%程度、TN、TPで15〜20%程度の改善が見込まれた。渇水被害については追加的な節水策や下水再利用等を行うことにより、50%以上の被害削減が見込まれた。

    近年、大気系負荷、降雨含有負荷、路面・屋根などへの堆積負荷由来の微量汚染物質によるディフューズポリューションが、公共用水域の水質汚染や水域生態系への影響として相対的に大きくなっている。これらノンポイント汚染負荷の晴天時堆積及び雨天時流出の挙動は、降雨強度、晴天時継続日数、土地利用、地表面タイプなど様々な要因に支配されるため、その定量化は非常に難しい。現在、地表面の水文学的モデル及び下水管内水理モデルを組み合わせることによりノンポイントの雨天時汚濁負荷を定量的に評価可能な分布型モデルが開発されてきており、従来の集中型モデルに比べより詳細な解析が可能となっている。そこで、本研究ではこの分布型モデルとGISとを組み合わせ、交通量と関連づけながら大気や路面由来の多環芳香族化合物(PAH)の雨天時流出負荷量を評価する手法を、市街地下水道ネットワークにおける汚濁負荷解析システムの構築を通じて達成する研究を進めている。 具体的には、流域面積67ha、分流式下水道を有する茨城県牛久市刈谷排水区を対象流域とし、二つの観測施設を設置し、降雨、水位、濁度の連続測定、及び連続降雨を対象としたSSデータの測定を行った。そして、観測データに基づく雨水流出モデル及び汚濁負荷モデルの検証では、工種毎に異なる懸濁物の流出パターンを定義することにより、再現性が向上することが明らかになった。 一方、大気や路面由来のPAH調査に関しては、大気粒子状物質、路面への降下物質と堆積物質などを対象として、PAHの抽出・分析条件及びサンプリング方法を検討した。その結果、超音波処理を伴う抽出回数を最低2回行うことが必要であること、フィルターにシリコングリスを塗ったPAH降下量サンプリング方法では大きな誤差が生じやすいことが明らかとなった。また、路面サンプルの測定値のばらつきを検討して、適正なサンプリング面積を決定した。

    This project was aimed at development of system of analytical tools to evaluate the urban heat environment for design of environmentally sound city. Data from urban geographic information system (GIS) was combined with the analysis of anthropogenic heat discharge from buildings, and the obtained three-dimensional distribution of heat discharge was used for meso-scale analysis or urban heat environment. Original GIS polygon data of all buildings in Tokyo was reformed to numerical data suitable for urban heat analysis. Building air-conditioning model (DOE-2) was rearranged to provide heat discharge value. The model was applied to typical buildings because heat discharge depends on purpose of building use and building size. The obtained heat discharge value per floor area was combined with building data to obtain spatial distribution of heat discharge throughout Tokyo area. Several scenarios for discharging the anthropogenic heat such as discharging all heat from roof, from ground, or discharge as latent heat were set up. These scenarios provide various heat discharge distribution in three dimensional scale. Meso-scale meteorological simulation was conducted to which anthropogenic heat discharge was input. Potential of utilization of treated sewage for cooling water of air-conditioning was estimated using GIS.Combination of direct use as cooling water and indirect use as supplement water for cooling tower is effective way of use of treated sewage from the viewpoint of spatial distribution of heat discharge.

    The GIS based artificial water cycle model was developed in the Tokyo Metropolitan Area. The model consists of building and land use data with grid form, and digital data of sewerage system and river with vector form. Flow rate of sewer pipes are roughly reproduced in this model. Using this model, the influences of rainwater and reclaimed wastewater reuse systems on urban water cycle were evaluated in each area of Tokyo. From the model, many information for planning and management of these systems were obtained, Such as, 17% of the total water demand in Tokyo can be replaced in the case that the systems intstall the suitable system on economic aspects in each area. On the other hand, the trends of water use and river water quality in the Kofu City are analyzed for getting the basic information on regional water and pollutants balances. The volume of water use per capita changed depending on the temperature change. River water quality was improved as the sewerage network expanded.

    都市全体の人間活動のゼロエミッション化を最終的な目標として、土木・建築事業の製品である都市の建設の街区単位における物資フローに関する基礎データの蓄積を行う。ここでは建設事業のうち、今後成熟した都市においてその比重が増していくと思われる既成市街地の再開発事業を取り上げ、建設・運用・廃棄段階を対象としたLCCO2を評価することにより、都市における地域構成の改良によるエミッションの削減に関する検討を行った。ここでは東京都内における3ケ所の市街地再開発事業を取り上げ、各地区について再開発前は住宅地図に基づき建物の外形を計算機に入力することにより延べ床面積を算出した。各地区の延べ床面積合計は建設前に比べて建設後は5倍ないし13倍以上になっており、敷地面積が大きいほど増加率が大きいことがわかる。 比較のため再開発後の建物用途を集合住宅と仮定してLCAを行った結果、解体・建設時を除いても再開発後の年間CO2発生量は再開発前の約4倍になる。一方、居住者1人あたりのCO2発生量は再開発前で473kg,再開発後の運用時で364kgとなる。再開発後の建物の寿命を30年,60年,100年と仮定すると解体・建設を考慮した再開発後のCO2発生量は535kg,449kg,415kgとなる。このため、再開発後の建物の寿命次第では1人あたりの住居のLCCO2の発生量を再開発前と同等に抑えられる可能性があることがわかった。

    The word of "Metabolism" is usually used in biochemistry. All organisms grow by taking up nutritional substances and getting energy and producing cellular constituents, and by discharging waste products into outer environment. This mechanism of biochemical change and transfer of nutritional substances is called as metabolism of living organisms. It is said that a city or an urban area has much analogy with a living organism, because a urban area takes up a lot of new materials, water, energy and foods, and discharges solid wastes, wastewater, waste gas and waste heat, for the purpose of growing and/or maintaining its activities. A computer simulation model of urban sewer systems and solid wastes colletion systems is formulated by using a square grid system of 250m by 250m. The total area of the model covers 612| of the main part of Tokyo Metropolitan Area. Each grid has been recorded following information as population ; total floor area of the buildings which belong to the grid ; the typical usage types of the buildings such as residential use, commercial and shop use, office use, industrial use, hospital, and shools and public use. In the present model, the sewer system is difined as a collection system of waste heat from urban activities and optimization of heat recovery is calculated in the system. Introducing the heat pump facilities for sewage at optimum points in the urban area to supply a optimum amount of heat, the total emission of CO2 from the urban area might be minimized so far in near future. Adding sewer system, solid wastes management also have so much potential to be effective in energy recovery for the urban activities. In the present model, the amount of energy recovery from solid wastes is also estimated for each collection area which is variable depending on management policy. The price of the land along the streets is stored as basic data and the time dependent change of the price is shown on the monitor screen. It is expected to use the present simulation model for presenting an agreeable plan to both side of pros and cons to the decision of location of municipal facilities.
