【Abstract】This paper examines an empirical scheme to analyze the efficiency of local public firms. Here local public firm's utility is defined as "the sum total of the water supply." In the context of the propensity score matching (PSM) design, local public firms are defined as the organizational architecture, which the allocation between resources can have productive effect under budgetary provision funding the water supply. After characterizing the efficiency of water supply management, we discuss empirically whether the amendments to the law improved the efficiency of public firms. The analysis in this paper shows positive results, which are different from the negative results in Sasaki(2019). The conclusion of that paper was that the amendments of the Local Public Enterprise Act did not generate a significantly better deal of water supply.
