All Rights Reserved. Losses and damages caused by natural disasters have negatively impacted poverty alleviation and human development and undermine the achievement of the Millennium Development Goals (MDGs). However, disaster issues were not included in MDG targets set up in 2000. A new development agenda, Sustainable Development Goals (SDGs), was approved in the UN General Assembly in September 2015. In the SDGs, disaster issues are included in many targets such as target 11.5. To appropriately set targets and prepare monitoring measures for disaster-related issues, quantitatively measurable indicators of impacts of disaster risk reduction on economic growth and poverty alleviation should be prepared. In addition, to promote disaster prevention measures, we need to convince policy makers that such measures are highly essential for a country’s development and are cost-effective. Although the cost-effectiveness of single disaster prevention projects has been studied, aggregate effectiveness of these projects at a national level has not been presented. This study proposes a simple method to explain the cost-effectiveness of flood protection investment in Japan post World War II by using national aggregate data.
  • Financial feasibility of neighborhood-level relocation from landslide danger zone, Noriyasu Kachi, Kenichi Tsukahara, Journal of Disaster Research, 11,   2016年12月01日, © 2016 Fuji Technology Press Ltd. All Rights Reserved. Numerous landslides due to torrential rain have frequently occurred in the urban fringe of many cities in recent years. To protect residents from a landslide, there is a need that those living in landslide danger zones migrate to safer areas. In this study, we examined the financial feasibility of a scheme that enables residents in landslide danger zones to migrate to safe residential areas. The case study of the Kyushu region indicated that relocation for disaster adaptation is financially feasible for 20%of landslide danger zones in the region.

  • Smart Shrink Strategy and the Fiscal System, Kenichi Tsukahara, N. Kachi, Disaster Resilient Cities: Concepts and Practical Examples,   2016年03月17日, © 2016 Elsevier Inc. All rights reserved. Despite economic, scientific, and technological advances, damage and losses by natural disasters still remain at a high level in Japan. This is mainly because many people still reside in disaster-prone places both in urban and rural areas. We propose some policy measures to promote relocation from vulnerable places to safe places using financial incentives to residents and local governments. We then go on to review policy reforms/measures in promoting the Smart Shrink strategy in Japan.

All rights reserved. The Netherlands and Japan, both flood-prone countries, are introducing new adaptive measures with land-use management. We then examine how Japan has developed its flood management policy from conventional flood protection measures such as constructing levees and flood control facilities in response to climate change in the future, in comparison to Room for the River.

Many challenges have to be dealt with to create and maintain a low-carbon transport society. One representative technological innovation that is being considered to assist in achieving this goal is a personal mobility vehicle (PMV). A key factor in successfully introducing PMVs for use in the future is understanding social acceptability, i.e., whether the public will accept the new transport innovation. The goal of this study is to gain an understanding of the basic attitudes of the general public toward PMVs and the significant sociopsychological factors that influence the acceptance of PMVs by society. A brief overview of studies pertaining to PMVs is presented. A trial held in the city of Toyota is summarized, and the sociodemographic characteristics of the respondents are analyzed. The intended uses of PMVs are examined using principal component analysis and type I quantification theory, and the empirical results are discussed. Conclusions are drawn, and suggestions for further study are made.
  • Potential of plug-in hybrid vehicle to reduce CO2 emission estimated from probe car data in Japan, Hideki Kato, Ryosuke Ando, Noriyasu Kachi, 26th Electric Vehicle Symposium 2012, EVS 2012, 2,   2012年12月01日, The reduction of CO 2 emission by the transport sector is necessary to be realized the low carbon society. In the near future, further CO 2 emission reduction is expected by the diffusion of PHEV. The aim of this study was to evaluate the potential of PHEV to reduce CO 2 emission based on real-world driving data (probe car data) and simulation. The probe car data of 35 conventional HEVs from April to August in 2011 were analyzed. The type of simulated PHEV system was all electric range, which operated only by battery power as long as available battery capacity was remaining (EV mode), and then operated like conventional HEV after battery was depleted (HEV mode). Charging frequency was once a day at home after midnight as a realistic scenario. The results showed that the travel distance of 43% was converted to EV mode, and the gasoline consumption was reduced by 44%. The CO 2 emission was totally reduced by 17% considering electric power consumption. CO 2 emissions of each vehicle were reduced by 1-44%. CO 2 reduction amount of each vehicle varied widely reflecting their each own ways of car use and operating conditions. It is indicated that the diffusion of PHEV is a realistic and efficient measure to reduce CO 2 emissions in consideration of actual car use and operating conditions. Furthermore, low carbon power supply as well as diffusion of PHEV is more effective to CO 2 reduction.
  • 介助者の同行状況からみた知的障がい者の日常生活能力と交通行動上の課題に関する研究, 三村 泰広, 加知 範康, 安藤 良輔, 都市計画論文集 = Papers on city planning, 47, (3) 775 - 780,   2012年10月25日, 本研究は知的障がい者の日常活動における介助者の同行状況という視点から単独行動の実態を捉え、さらにその実態と障がい者本人の日常生活能力および、交通行動上で生じる課題の関係性について明らかにすることで移動支援策検討のための基礎的知見を得ることを目的としている。本研究の結果、介助者との同行が多い群は同行が少ない群と比べて(1)日常生活能力が低い傾向があること、(2)介助者が本人の安全性などを危惧し交通行動範囲を制約させる傾向があることなどが明らかとなった。

  • Can eco-driving techniques make driving more economically and ecologically?, Ryosuke Ando, Yasuhide Nishihori, Noriyasu Kachi, 18th World Congress on Intelligent Transport Systems and ITS America Annual Meeting 2011, 7,   2011年12月01日, Eco-driving means to change driving styles to be more economically and ecologically. However, regarding effects of the eco-driving, there are quite different opinions from different studies. Furthermore, most of the previous studies have been based on computer simulations. It is necessary to propose really effective driving styles in order to promote the eco-driving. We conducted a group of test runs on the public roads under the normal traffic conditions. This paper is to report the results of our studies and give our suggestions to promote the eco-driving. © 2011 by the Intelligent Transportation Society of America.

Special issue, Papers on city planning, 45, (3) 469 - 474,   2010年10月25日, 本研究は、一般に移動の制約が大きいと考えられ、社会基盤整備が重点的に進められる身体障がい者のうち、下肢障がいおよび視覚障がい者との比較を通じて、知的障がい・精神障がい者の交通行動特性およびその制約要因を把握することにより、障がい者の移動を保証する社会基盤整備における基礎的知見を得ることを目的としている。まず、知的障がい・精神障がい者の特徴に関して、既存調査などにより整理する。次に、豊田市に在住する障がい者を対象に実施した交通行動に関する意識調査の結果を整理することにより、特に、身体障がい者と比較した際の知的障がい・精神障がい者の交通行動特性およびその制約要因について明らかにする。

Special issue, Papers on city planning, 43, (3) 19 - 24,   2008年10月15日, 本研究では、市街地の居住環境の空間分布を定量的に把握するために必要な詳細情報を、汎用空間データを用いて比較的安価に抽出することを可能とするシステムを開発した。システムを実都市に適用し、現状分析を行った結果、次の知見を得た。1)街路環境等の人工的環境については、特に中心部で高く、郊外では自然的環境が高いことが把握できた。2)同じ郊外地域においても、その広がり方によって居住環境にもたらす影響が違い、特に景観や土地利用の観点からは計画的開発のほうが有効であることが把握できた。3)ライフスタイルの異なる居住者間の価値観に相違があること、すなわち、居住地と選好する地域とが一致しているグループがある反面、居住地と選好する地域とにギャップが存在するグループの存在を確認できた。

A new planning philosophy based on planned-retreat and planned re-concentration is described. To evaluate and identify suitable areas, a tool for planning decision is provided. In this paper, the previously proposed framework (Kachi et al, 2005) is applied in order to identify the planned retreat and re-concentration areas with the index for social cost effectiveness of Quality of Life (QOL) derived from the given maximization problem. The case study of a rural small-sized city in Japan shows that the clustered urban spatial configuration is appropriate in terms of social cost effectiveness of QOL, although QOL in the suburban areas is higher than that of in the city center.

  • MAKING CITIES MORE COMPACT BY IMPROVING TRANSPORT AND AMENITY AND REDUCING HAZARD RISK, KACHI Noriyasu, KATO Hirokazu, HAYASHI Yoshitsugu, BLACK John, Journal of the Eastern Asia Society for Transportation Studies, 6, (0) 3819 - 3834,   2005年, Population aging and population decline, coupled with a saturation of the Japanese economy and declining revenue for infrastructure maintenance, pose particular problems in outer suburban areas. A new planning philosophy based on planned-retreat and planned re-concentration is described. To evaluate and identify those areas suitable to apply this planning system a decision support system is being constructed. This paper introduces the theory underpinning this research and development into the social value of residential locations. It explains the optimization model structure based on the quality adjusted life years concept and its associated components of accessibility to land uses, residential amenity and risk of hazardous factors such as earthquakes, floods and road traffic noise and emissions (livability). Economic, equity and global environmental constraints are factored into the model. An approximate model for practical applications is formulated and its data requirements relevant to the urban planning process are outlined.
