Japan has entered a “super-ageing” society, with its proportion of senior citizens aged 65 and above the highest in the world. The consequences of this demographic shift are not limited to the health care and social security systems but impact all levels of society. One of the paths followed by the Japanese government to address the societal challenges of an ageing population has been to explore the potential of digital transformation. The concept of a “Society 5.0” has been proposed as a forward-looking strategy that could ensure Japan’s leadership in an era of rapid technological transformation. Practically, in complement to community-based integrated care for the elderly, a challenge-driven science, technology and innovation (STI) policy backed by digital technologies and data-infrastructure is currently being developed and implemented. As the country is at the forefront of the ageing society trend, the policy responses presented here could be viewed as a benchmark for other countries to learn, adapt and innovate.
