    2020年（令和2年）度の研究計画は，介護移住の実証分析に関してさらなる拡張を行うことを目指していた。研究は具体的に2つに分かれている。まず，国勢調査データを用いた高齢者移動の実証分析である。国勢調査では，自治体間での年齢階層別の人口移動（流入と流出）が把握できる。したがって，先行研究では不可能であった「自治体間の特性の比較」を考慮した分析を行うことを目的とする。次に，日本家計パネル調査(JHPS/KHPS)データを用いた実証分析である。個票データを用いることで，個人の属性や状態を考慮した高齢者移動の分析を行う。 上記の研究計画のうち，国勢調査を用いた実証分析に関しては，すでにデータの整備を行った上で基本的な実証分析を終えた段階にある。より研究を深めるために追加的な分析を行っているが，今後論文の執筆および投稿作業に進んでいく予定である。可能であれば，いずれかの学会において報告を行いたいと考えている。日本家計パネル調査を用いた研究に関しては，共著論文である"Long-term Care Facilities and Migration of Elderly Households in an Aged Society:Empirical Analysis based on Micro-Data"がJournal of Housing Economics誌において改訂作業中である。すでに掲載が決定しているので，2021年度の実績報告に掲載することができる。 その他，研究に関連するトピックとして，「人口減少社会と地域間人口移動の実態」を『改革者』 (724) 42 - 45 に上梓した。
  • 租税に対する政策選好：納税意識と税制改正の影響に関する計量分析

    2019年度は第1回目のアンケートを実施し，2020年度に実施する第2回目のアンケートの設計を行った． まず，「『機会があれば税金を過少に申告する』という意見についてあなたはどのように考えますか」という，World Value Survey（WVS）のcheatingに関する質問を和訳して項目とした．結果，「決して正当化されない」との回答をした個人の比率は46%に上ることが示された．正しく税を申告しようという意思を持つ回答者は半数以上を占めているものの，「日本はtax moraleが高い」との東京都主税局（2017）でも紹介されたWVSの結果よりは低いことに注目すべきである． 消費税増税に対する賛否に関するについては，ほぼ50％の人が「反対」「どちらかといえば反対」と回答している．一方，「どちらかといえば賛成」の比率は25.2%であり，「強く賛成」とする人は5.4%に止まっている．また，各個人が望ましいと思っている消費税率についての分布をみると，半数近くの人が0%から5% の範囲に分布している．現状の8%という回答を選んだ人の比率は9.32%，10%という回答の比率は20.54%であり，今回引き上げる水準までは許容範囲，と考えている回答者も一定数存在していることが明らかとされた．また，15%という回答が8.38%，20％という回答も5.03%と，一部のヨーロッパの国と同じくらいの水準を許容する人も少なからずいることも付言したい． 「高いtax moraleと強い租税抵抗」という，ある種の「taxpayer paradox」が，今回のアンケート調査からも裏付けられることが分かった．実際に，cheatingを良しとしない回答者が7割近くに上り，かつ同じくらいの人が税を正しく申告することに注意を払っていることが明らかとされた，

    In this study, I investigated social dynamics (inter-regional movement) of elderly people. The social dynamics of the elderly have not been paid much attention. I set "Welfare induced migration hypothesis" as movement factor of the elderly people. I empirically clarified that the elderly people in the late stage (aged 75 and older) who needed long-term care tend to move to the municipalities abundant in long-term care welfare facilities. In addition, contrary to the system design of the long-term care insurance system, it was clarified that the movement of the elderly affects the degree of need for long-term care of the municipalities of the moving destination. Furthermore, I examined how Japan's long-term care insurance system should be by examining the interviews with Japanese municipalities and foreign countries.

    In this research, some empirical analyses of benefits and burden of social security in Japan were conducted. Specifically, we analyzed the social security services and the financial resources of social security such as income tax, consumption tax including excise tax, social insurance premium such as pension, medical care and long-term care. Analytical methods are diverse, but they make use of empirical analysis using data. By contributing not only to academic papers but also to newspaper articles, we were able to disclose our research results socially. In addition, Uemura and Adachi (2015) "Economic analysis of tax and social security burden" (Nihon Keizai Hyouronsha), one of the publications of this research, received the 2015 Best Monograph Award from The Institute of Tax Research and Literature.

    We empirically researched the discretion of municipalities and public finance mainly in a public long-term care insurance measure. More specifically, we first examined an interaction on the setting of an insurance premium and the deciding the level of care needs. Secondly, an interregional disparity of the premium burden, its convergence, and the effect of equalization measures of the central government on the convergence were investigated. Thirdly, we considered what is the influence of the behavior of private long-term care service providers on the municipal decision-making. In addition, we complemented these considerations about the public long-term care insurance measure by analyses of other examples of inter-municipal or inter-governmental interaction, e.g. the formation of the self-support settlement regional network, the timing of municipal amalgamation, and vertical fiscal externalities.

    The study empirically examines the decision making between elderly and municipalities in the long-term care(LTC) market and the insurance system in Japan. Moreover, I consider of the ideal way of the LTC insurance system. For a demand side, I estimated "Welfare migration" that elderly moves to municipalities with abundant LTC facilities by gender and age group. The result shows that the late-stage female elderly played a leading part of the welfare migration and the movement depraves the situation at the migration destination. For a insurance side, I investigated a series of research about LTC premium setting by municipalities. The results are that municipalities tend to set their premium referring to the premium level of the surrounding municipalities. Moreover, two studies empirically consider municipality amalgamation and free-ride behavior about LTC premium setting and eligibility assessments by examining municipality behavior before amalgamation.

    For a welfare system to sustain itself, people should pursue the proper burden based on characteristics of various welfare services. Our study’s purpose has been to demonstrate this point. In 2010-2011, we traced preceding studies about the proper burden principle and deepened welfare system theory over classification of the welfare public goods and the method of the proper burden. In 2012, we compared welfare policy in Germany and Japan, and investigated the directionality of reform. On the basis of the above-mentioned considerations, our study revealed two clear directionalities of reform:(1) A differentiation of distribution and allocation functions.(2) An expansion of the coverage of the proper burden principle in the field of the welfare.

    Using municipality-level data of Japan, this research empirically examines how the capacity of long-term care insurance facilities impacts interregional migration of the elderly. This research constructs net-migration data of the elderly population in each municipality by combining statistics available from existing sources. This research find that interregional differences in capacity of long-term care insurance facilities generate strong magnetic effects on migration of the elderly. This research results indicate that family care is difficult and that long-term care insurance facilities are necessary for the late-stage elderly who are in need of long-term care.
