    本研究は、5年で大学における「持続可能な開発のための教育(ESD)」プログラムの開発およびそのプログラムの実証的な検証を行うことである。具体的には、1）卒業時に役に立つか否かが問われる知識と技能の道具的側面ではなく、存在論も含めたサステイナビリティの深い問いかけを扱う教育プログラムの開発、2）学際的・経験的・浸透型という実施手法の3アプローチを検証、3）相互に関係する現実の中、小さな変化が大きな変化を生み出すことを把握できるシステム分析とプログラム評価の一部によって、個人と機関の変容を参加型評価で行うことである。目的達成のため文献調査、国内外の訪問調査、プログラム実施のアクション・リサーチを行っている。既に多くみられるESD実践の中でも、学習者と社会の深い水準での変容を想定した「深いESD」実践はまだ少ない。本研究では3大学で「深いESD」プログラムを開発・実施し、その成果を個人および大学レベルで検証している。 当該年度の研究実績としては、1）開発した教育プログラムを2年にわたり実践しており、中でも2）学際的アプローチと経験的アプローチについては実践の蓄積が見られた。しかし、浸透型・全機関型アプローチについては明示的には展開できていない。また3）評価については、1年サイクルを回して把握を試みている段階にある。ただし、文献調査および国内外の学会などによる研究交流によって、それらの妥当性は見いだせている。アクション・リサーチとして、大学の正規プログラムと連動させて検証が進んでおり、研究の中間年において研究成果を広く共有しはじめている。

    本研究は「国際的教育諸課題を国民国家とグローバルガバナンスの連動としていかに認知・分析し、これを国際社会としていかに解決するか」に答える学知を生み出すことによって、教育をめぐるグローバルガバナンスの基となる「持続可能な開発目標（SDGs）」第4目標の達成に貢献することを目的とする。本研究では、SDGs第4目標から、いくつかの教育課題を選び、研究対象とし、①その教育課題に関係する国際機関や国際会議の政策文書や会議資料の収集と包括的・歴史的把握、②教育課題ごとの比較教育学論文のメタ分析、③ユネスコ統計研究所・PISA等のグローバルな二次データの収集を行う。そして、これらをデータベース化して国際教育政策データアーカイブを作成し、日本・海外の研究者が共同利用しながら、日本での国際シンポジウムや既存の国際会議でのワークショップ開催を通じて議論をし、研究論文にまとめていく。 2020年度においては、前年度から作成していた国際教育政策データアーカイブの対象を大きく拡大させた。また、SDGｓにおける教育の役割に焦点を当て、オンラインによるユネスコアジア太平洋教育事務局やブリュッセル自由大学ヨーロッパ研究所との共同研究フォーラムを開催し、出版プロジェクトを進展させた。また、JICA研究所との協力のもと、東南アジア4か国における留学の開発・外交へのインパクト研究のための大学教員向けのサーベイを開始した。また、グローバルガバナンスにつながる国際教育協力の事例として、日本を取り上げ、日本の国際教育協力の歴史に関する文献収集と分析を行い、特に前年度に刊行された『日本の国際教育協力：歴史と展望』（東京大学出版会）の追補版として、『国際教育協力の系譜』（東京大学出版会予定）の出版計画を進めた。

    A team consisting of 6 researchers conducted pioneering research on the role of evaluation in achieving SDGs, While evaluation concern for SDGs tends towards outcome monitoring, the team demonstrated the relevance and utility of other approaches, such as proactive evaluation and evaluability assessment which may be used at early stages of project/program implementation to increase the chance of success. The team also experimented with evaluation of projects that addressed multiple SDG targets using a nexus approach. The team collaborated with senior officials of the Japanese Government and UN organizations for dissemination of research results. The team members jointly published a paper in Sustainability Science, one of the key journals in sustainability field.
