    本研究は、多様な実践者たちが都市を自らの生活環境として享受しながら、その環境自体を丁寧に工作的に生み出していく「都市をともにいとなむ」時代における都市計画像の再定義を目指し、従来の「社会技術としての都市計画」とは異なる、技術を人間活動へ包括する「文化運動としての都市計画」という新しい視座の構築（理論①）、その視座に基づく日本の近現代都市計画の通史的展開と特徴的事例の解明（歴史②）、加えて「文化運動としての都市計画」の方法の具体的な地域での活動や展覧会を通じた実践的検証（実践③）を目的としている。研究期間の初年度にあたる2021年度は、①、②について、アーバニズムおよびアーバニストという概念を中心に据えた理論的枠組みを整理し、その枠組みに基づいた日本の都市計画論・運動の歴史的展開の概略について書籍『アーバニスト 魅力ある都市の創生者たち』（ちくま新書、2022年）にまとめ、出版した。また、②については、戦後復興期の都市計画の民主化運動について、その特定の担い手の視点から特質を明らかにし、中島直人（2021）「戦後復興期における建築学徒・米永代一郎の都市計画に関する思考と活動 「都市計画の民主化」のミクロストリア」『都市計画論文集』、56巻3号、pp.991-998、日本都市計画学会として発表した他、2021年7月、および2022年3月に研究会を開催し、それぞれ「松江官庁街の保存運動とパブリック都市計画の実践」、「植民都市における民間都市施設史」というテーマで、今後の研究の論点の把握に努めた。③については、上野を主対象地として、芸術や学術に着目した文化的歓楽街の創造、および池とまちとを結ぶ新たなウォーカブル界隈の形成を目標としたボトムアップ型の街づくりの実践的研究を進め、それぞれ報告書をまとめ、公開した他、神田や高松等での実践も進めた。

    2022年度は、我が国の地方都市における都市政策及び観光政策の連携に関する現地調査と資料収集及び分析が主題である。 そこでまず今年度は、国内で都市政策と観光政策が連携していると推測される都市（松山市・高松市、那覇市・沖縄市、姫路市）を対象とした。また、広域的集客力を持つ観光資源のない都市（和歌山市、福井市、いわき市）も対象とした。 対象都市の発展過程を概観し、都市政策及び観光政策の連携を分析考察するために、都市の空間的、景観的状況を把握するための現地調査と過去の観光振興の概況などがわかる資料収集を図書館などで行った。 さらに、研究分担者と観光振興を考慮した都市の持続的発展を表現する概念モデルを構築するためのブレインストーミングを行なった。

    2020年度は、我が国の地方都市における都市政策及び観光政策の連携に関する概括的分析が主題である。 そこで、まず、地方都市(首都圏、名古屋圏、関西圏を除く地方圏における県庁所在市 や人口が 概ね30万人以上である地方中核都市。および地方圏における人口が概ね30万人未満である地方中心・中小都市)を対象に、これまで策定されてきた「中心市街地活性化計画」 を過去に遡り収集した。 さらに、その記述分析から観光政策の位置付けを把握し、その時々の都市的状況(人口構造、産業構造、商業構成など)との関係を概括的に分析考察した。 また、同時並行的に、次年度以降の調査対象地を選定するため、主に国内で都市政策と観光政策が連携していると推測される都市を対象に、その発展過程を概観し、研究対象地を絞り込みための資料収集を行った。その結果、計１６都市を翌年度の対象とすることとした。

    本研究は、戦時下に日本の都市計画の原型が確立し、戦災復興から高度経済成長期にかけて試行錯誤も含めて多面的な都市計画が展開されたという見通しか ら、戦時下から戦災復興を経て高度経済成長期にいたるまでを「戦前-戦後移行期」と定義し、A.当時の都市計画について最重要課題であった1広域計画、2地 域開発、3都市不燃化の観点から再評価し、その上で、B.戦前-戦後の計画システム(I.計画理論、II.計画技術、III.計画体制、IV.事業化)の連続性(あるい は断絶)を検証する作業を通して、日本の都市計画に通底する特質を明らかにするとともに通史の再構築を目的としている。 本年度は、個別事例の研究として挙母（現豊田市）の新興工業都市計画を事例に調査・分析を行い、戦時下の新興工業都市計画の計画・事業化について明らかにする とともに、戦後の自動車業の発展にともなう都市基盤整備について高度経済成長期までを明らかにした。その結果、国内でも他の類例をみない完遂したパークシステムが構築されていることを発見した。また我が国の都市計画において重要な計画理論である近隣住区論が戦時下にどのように導入されたのかについて建築学会住宅問題委員会と日本生活科学会における調査・検討の内容から明らかにした。 また研究分担者と都市計画史研究会を3回開催しており、第一回では国土計画・広域計画の戦前戦後の連続性について、第二回では 内田祥三のプランナーとしての創造性、第三回では戦前-戦後の土地区画整理の設計標準に関する議論を行った。

    創造的環境の概念整理のためのデータベース構築を進め、創造的環境の成立要件や分類などを通して理論面での探究を進めた。創造的環境に関連する研究論文を渉猟しつつ、わが国において創造的環境が成立していると考えられる具体的な観光地／地域をリスト化して、事例調査の対象候補地として設定した。本年度はそのリストを参考に、観光地における創造的環境に関する事例調査を実施した。具体的には、大分県日田市小鹿田集落、長崎県波佐見町を調査した。小鹿田集落の伝統工芸品である小鹿田焼は、創造的環境とは一切無縁の、製法や値付けなどを全く変えてこなかった伝統工芸であり、その伝統的な製法が風景として立ち現れており、重要文化的景観として文化庁に認定されている。集落の工房を訪ねた他、文化的景観をくまなく視察した。一方で、長崎県波佐見町の波佐見焼は、産地が疲弊する危機感から、近年では外部からのアイデアを積極的に取り入れながら断続的に新たな動きが起こっていることから、創造的環境が息づいているとの仮定の下、波佐見町役場や製陶会社の方々にインタビュー調査を実施した。その結果、波佐見町内には外部のアイデアを柔軟に取り入れつつ、市民自らが主体的かつ協働的に新たな動きを起こしていけるような創造的環境が複数成立していることが明らかになり、そのような創造的な動きが生み出されるメカニズムや、バックアップ体制について把握することができ、創造的環境の実態に迫ることができた。

    This study explored the methodological characteristics and challenges of "public planning history," a field of planning history that constructs "reflective knowledge for non-specialists" that emerges when the subject is the return of planning history research to society, from both theoretical and practical perspectives. Through a reading of the Routledge Handbook of Planning History, it was founded that the methodological position of "public planning history" has not yet been determined. By analyzing cases within the framework of the two axes of "textual/visual" and "permanent/event" , it was shown that the development of public planning history, particularly in New York City, has a composition that spans each field. Questionnaire survey at the Takashimadaira Heritage Project and Urbanism Place Exhibition 2018 revealed trends in the evaluation of planning history by non-specialists.

    2019年度および2020年度内容を報告する。 【 A地域観光プランニングの精緻化】については、観光地の環境や空間の整備・管理と市場活動を統合するプロセスデザインや計画技術の要点について、引き続き事例調査を進めた。2019年度は、持続性のある観光地形成の方法として、地域に新たな雇用を生み、その経営者が次の事業展開や地域に再投資できる余力を生み出せる事業の創出が重要と考え、これを支援するファンドや、ハンズオン支援の仕組みと要点を、先進事例の調査から整理した。2020年度は、コロナ禍で顕在化したマイクロツーリズムや仮想体験観光といった新しい観光の形を旅の時間軸や空間移動面から整理したうえで、本研究の方法論の視点から評価した。また、コロナ禍で新しい動きを始めているキーパーソンのインタビューを積み上げた。
    【B 観光産業界との応答の取組み】としては、引き続き現場での実践研究を進めた。「社会実験を駆使した計画推進」としては河川・道路空間のレクリエーション活用や担い手発掘による観光事業推進を(長門湯本温泉)、「人に紐づけた地域資源の棚卸しや観光に資する表現手法」として数十人のインタビューをデータソースとしたオーラルヒストリーやフェノロジーカレンダーの作成(萩焼深川窯集落)などを行った。
    【C 地域観光プランニングの推進人材育成プログラムの開発】 としては、2019年度は、合宿型ワークショップである「地域観光プランニング カレッジ」の3年目として、三重県志摩市浜島町・英虞湾を対象とし、漁業資源や国立公園の環境を生かした滞在型ウェルネスツーリズムの企画立案を行った。地域人材の特徴を活かしたチームメイキングや事業提案を考える「人材指向型の計画アプローチ」を充実させた。また、地元大学によるフォローアップも授業として実現するなど、PBLの新たな形も示せた。2020年度はコロナ禍で中止した。

    Toward the contribution to sustainable tourism, it is hoped that a long-term comprehensive regional tourism policy will be formulated and implemented. In recent years, the concept of creative tourism, which is oriented toward the endogenous development, has been advocated overseas, and various pioneering efforts have been made. In this study, we believe that creative tourism can play an important role in regional tourism policy in the future, and we conducted the research. We have conducted the research of terminology organization about academic concept of creative tourism that is being developed overseas and conducted a field survey of pioneering efforts in Canada. After clarifying the above, we carried out empirical research in Kanazawa City and compiled recommendations for Japan's future regional tourism policy.

    The local contexts of postwar city planning in Japan were discussed through the intensive researches in Fujisawa, Takashimadaira, Tsukuba and Toyama. In particular, “street”, “area” and “city” were useful viewpoints for understanding the context of Fujisawa center district. Three important viewpoints, “Redevelopment project is not a discontinuity for contexts”, “Redevelopment project is not a private construction project” and “Redevelopment project continues after the completion of construction” were derived from our intensive research on the Fujisawa 391 block. The International Planning History Society Conference 2018, hosted by our team, was held as an important event for discussing on postwar city planning in international contexts in July 2018. Participants from 28 countries discussed various topics on planning history in 67 panels and 7 round tables under the conference theme “Looking at the World History of Planning”.

    The benefit and challenges of regional designations for municipalities are examined. These include UNESCO's Man and the Biosphere Programme (MAB), and the Globally Important Agricultural Heritage Systems (GIAHS) managed by FAO. We examined the awareness and strategies of the local stakeholders. The main research sites are the Noto GIAHS site, Hakusan as a MAB, and the Itoigawa Geopark. From the results, we identified gaps between the local expectations (increase in local-product price or number of tourists) and the institutional goals of the regional designations, using quantitative data. As a scheme to harmonize the local needs and the goals of the designations, synergistic utilization of the regional designations with products-level certifications such as Geographical Indications is explored and suggested as municipal tourism strategies. Based on the outcomes, we published peer-reviewed papers in the academic journals with international collaborations from Europe and Asia.

    This study aims at systemizing the planning method for promoting community-based tourism planning, which integrates ideas and techniques in urban planning and tourism business, on the basis of surveys of outstanding cases. As a result, at first, it defines “Tourism Destination” that is sustained by the local total power including natural and cultural environment and local industry. Afterwards, this study advocates 1) the tourism policy based on integration of public and business benefit, 2) the process of project promotion through public and private partnership 3) the methods for altering local resources into tourist resources 4) the methods for integrating tourist site control and environment control, 5) the roles of regional and urban planning towards tourism promotion and 6) the framework of the education development for tourist destination planning.

    The purpose of this study is to grasp the resort facility that has been constructed throughout the country before and after the establishment of the resort law, as stock in terms of sustainable tourism policy and sustainable tourism destination planning in Japan. This study examined the verification of the past resort policy, the inventory survey of current resort facility, the case studies of pioneering resort in Japan and abroad, and proposed the strategy for reuse of resort facilities as the future of the stock.

    Regarding the recent situation of community development through tourism (CDTT), the connection between the study of CDTT and its actual practice is need to be considered to get the CDTT more effective and successive in community development. This research tried to (1) analyze education contents of learning materials about CDTT published by municipalities, (2) reveal editing and using process of the material published in Amakusa area in Kumamoto, and (3) clarified motivating factor which connects learner to CDTT practice from the former case of study program in Iwatsuki in Saitama prefecture. Through the consideration of these results above, a hypothetical “connecting process model” was attempted to establish, and sorted out into eight stages from study to practice of CDTT, including pre-study stage. The hypothetical model was applied to a case that tries to establish an eco-museum in Ishikari city in Hokkaido, and examined its empirical adequacy.

    The purpose of this study is to clarify the citizens’ supports for the damaged area by disaster and urban-rural interactions and to consider the strategic transition of citizens’ supports into urban-rural interactions. We researched the case studies at Yamakoshi district in Nagaoka, Kobuchihama district in Ishinamaki, Minamisanriku town and more. As a result, we got the three findings as follows. 1) The citizens’ supports had been transit into urban-rural interactions in almost all research area. 2) The transitions often occurred with organizations which managed the acceptance of citizens and the interaction programs. Then, 3) we consider that the key-points of the strategic transition are the platform where urban citizens and rural habitants meet and create interaction programs and the trial actions which are well planned on the basis of discussions on their own needs. The platforms and trial actions would create the sustainability of interactions and keep them.

    This study aims to clarify the relationship between the tourist attractions with historical district and the local characteristics, using the Tourism Area Life Cycle Concept (R.W.Butler,1980) as a basic framework and with the help of travel magazines and local newspapers. The conclusions are as follows: 1) The Images of historical district described by travel magazines are classified into 18 elements such as “Looks old and historic”, “Range to be able to walk around”, and so on. Tourist attractions with historical district are classified into five types by “Image of town”. 2) The local characteristics in the Tourist attractions with historical district are classified into four types by the indicators of their population, transportations at that time, and so on. 3) Difference in the number of description in travel magazines is determined by the local activity for the historical district. It is also important to announce the reputation of their town to inhabitants.

    For the promotion of tourist destinations, it is necessary to establish the regional brand to provide recognition of the area to customers, and to motivate them to visit there. However it is the urgent issue to establish the consistent regional brand of a wide-area destination that many actors involves in. In this study, we revealed the organization and the approach to establish the regional brand on the Tourism zones that Japanese government had certified from 2008, and the recognition and the visit intention of customers. Moreover we researched about the case in foreign countries, and through these result we discussed about the brand-building strategy. As the result, we found the importance of consideration of the strategy in three phases, and the necessity of organization which implements effective marketing program for whole area of the zone.

    In this study, we established the new concept "planning heritages" for urban spaces which should be conserved and inherited as good achievements and future resources of Japanese. Intensive survey about "planning heritage" was carried on in some local cities including cities and towns in Sanriku region which were severely damaged by tsunami after the 3.11 East Japan Great Earthquake. In addition, current international discussions and projects about "planning heritages" became clear through our overseas researches in England, USA, Australia and our seminars with researchers from USA and China.

    This study discuss about a life cycle model for evolution of tourism destinations.This study uses a "value" as an independent factor which gives an up and down of the cycle, instead of existing factors as struggle of destinations and caring capacity of destination environments (R. Butler 1974) and change of visitors quality (Prog 1972). The study was divided three steps, as 3 years steps. 1st year, research investigated in experimental observations on destinations. 2nd year, it engaged in theoretical review for frame for modeling. 3rd year, it spent on building of new model.

    In order to explore the future state of the Green-Tourism(Agri-tourism) which contributes to maintenance of farm village and agriculture, this study considered the favorable Green-Tourism menu according to local conditions. It examined the Green-Tourism project in present, the agricultural characteristic, the farm village characteristic, and the consumer's preference of municipalities in Japan. Moreover, the characteristic of external talented people as a new bearer in farm villages was also considered through the case study of the advanced region that have been enabled prolonged continuation and the senary industrialization of the agriculture.
