    本研究は、一生涯の発達支援にとって必要な、教育と社会福祉の連携の視点とシステムを明らかにし、理論化することを目的とし、本年度は以下の研究を実施した。 課題Ａ：障害児、医療的ケア児や外国にルーツのある子どもなど多様なニーズをもつ子どもの支援に関する教育と社会福祉の連携の課題と必要な視点や実践モデルを明らかにするために、特別なニーズをもつ子どもたちの教育・支援に関わっている実践者と共同の実践検討会を実施し、医療的ケア児を受け入れている保育所の保育士及び保健師にインタビュー調査を実施した。また、スペイン及び韓国におけるインクルーシブ教育・保育に関する現地調査を行った。さらに、発達支援に携わる専門家を対象とした研修プログラムに関して、医療的ケア児の支援における教育と福祉の連携を促進する研修内容を検討した。 課題Ｂ：生活困窮家庭の支援に関する教育と社会福祉の連携の課題と必要な視点や実践モデルを明らかにするために、福祉サービス利用経験者等の家計管理等の実態と支援のあり方に関する調査を実施・集計した。また、スクールソーシャルワーカー、社会福祉士等の参加による「多職種連携研究会」を開催するとともに、スクールソーシャルワーク実践のスーパービジョンを実施し、貧困や虐待の事例などについて検討した。 課題Ｃ：外国人高齢者の介護・ターミナルケアに関する教育と社会福祉の連携の課題と必要な視点や実践モデルを明らかにするために、外国人高齢者の当事者へのアンケート調査結果を集計し、当事者及び地域包括支援センターにおける支援者へのインタビュー調査も実施した。また、異文化「終活」に関するシンポジウムを開催し、国による弔いの方法の違いやその背景について、資料収集し、考察した。 課題Ｄ： 国外研究としてスペイン、ドイツ及び韓国における教育と社会福祉の連携・協働に関する現地視察や資料収集を行った。

    本研究は、文献調査とともに、国内および国外のフィールドワークをその重要な要素としている。2021年度も前年度に引き続き、新型コロナウィルス感染症の蔓延のため、国外への渡航は困難であり、国内の学校運営協議会の参与観察も緊急事態宣言等の時期を避けた時期に少数の学校に対してしか行うことができなかった。そこで、フィールドワーク先を学校に限定せず比較的調査のしやすい教育委員会事務局に広げるとともに、フィールドワークよりも文献研究・理論研究に重点を置いて研究を遂行してきた。これらの結果、次の諸点が明らかになった。 第１に、少数ながら行った学校運営協議会の参与観察、聴き取り調査の結果からの暫定的・仮説的な知見としては、この制度が機能し活性化するためには、校長の本制度への理解はもちろんのこと会長の本制度への理解、また校長と会長との関係性、そして両者それぞれの適切なリーダーシップ、が必要不可欠であることである。これは、基本的に、国際的な類似の調査による知見とも合致するものである。 第２に、学校運営協議会制度が学校運営の中で十分に機能していくためには、校長の専門性の要素を構成するものとして、しかも校長の専門性の基底的な一部として、この制度の理解と運営を位置づけることが不可欠だということである。したがって、学校運営協議会の研究は、校長の専門職基準の研究と接続して行われる必要がある。 第３に、教育委員会には、学校運営協議会の制度設計という役割のみならず、この制度を実際に担う校長の職能開発を支援しリードする役割も求められるということである。 これらの研究成果は、雑誌論文、図書の執筆によって部分的に公表している。また、まとめて公表するための執筆を進めている。

    The purpose of this research is to explore the internal quality assurance of education in faculties of education from the perspectives of "standardization" and "autonomy" of the specialized education curriculum. This research attempted to identify the actual situations regarding the perceptions of the Teacher Training Core Curriculum and the responses to the MEXT-led re-accreditation for teacher training programs, through the questionnaire surveys on their opinions of faculties of education at private universities, interviews and roundtable discussions with educational experts. Through each of the studies above, we investigated the correlation between the size of the faculty of education, the background of the faculty members (professional works assigned in university, in-service teaching experiences, etc.), the ways the Core Curriculum and the re-accreditation course have been dealt with. To conclude, we found out conflicting ideas of teacher training programs.

    This study is based on the training of education administration professionals in Japan and the establishment of a training system, so that the education administration profession in Japan will be based on global standards, major countries (US, UK, Germany, Finland, and China), the system and system for training, the actual conditions of the curriculum and the practice of the teaching method have been clarified, and it has been made the task to obtain knowledge contributing to improvement and reform in Japan. (1) Development of diverse teaching and learning forms and their combinations, (2) formation of cohort awareness by joint education and learning, and (3) financial foundation and support are necessary as suggestions for future education administration professional training programs in Japan It is thought that.

    Through dividing into 3 periods, from 1945 until the middle of 1950s, from the middle of 1950s until the middle of 1980s, and from the middle of 1980s until the present, the study clarifies the development of theories in Japan on parental participation in school administration, which have been dealt in the academic fields such as Education Law, Education Administration, Constitutional Law. This research especially explores the principle of parental participation from the perspective of parental responsibility (parental authority). By employing 5 different concepts on the Public Sphere, going back to educational and political thoughts related to the theories, this study classifies and gives a significance to typical theories and advocates or researchers. This study also discusses the distinction among Japan, England, Germany of the parental responsibility on education of their child, which is based on parental participation system in school administration in each country.
