  本研究は、政策の内容や実施に強い影響を及ぼしうる公務員の仕事上の価値観(本研究ではこれを「仕事観」と呼ぶ)を実証的かつ総合的に明らかにすることが目的として、Q方法論を用いて調査の実施と分析を行うものである。COVID-19の影響により、対面調査を行うことが非常に難しくなったことから、研究2年目の令和3年度の研究としては、オンラインでの調査を進めていった。 具体的に大きな進展のあったものとしては、公・民労働者比較の調査を実施することができたことである。調査の実施においては、調査会社の協力を得て「都道府県（総務/庶務等管理担当）」正規職員、「都道府県（窓口/事業系担当）」正規職員、「市又は区（総務/庶務等管理担当）」正規職員、「市又は区（窓口/事業系担当）」正規職員、「民間（管理/業務担当（間接担当））」正規職員、「民間（営業担当）」正規職員、「介護士、介護実施」正規職員又は非正規職員のデータについてQ方法論研究としては十分なサンプルを得ることができた。これらのデータの記述統計については特別区制度研究会（2021）『特別区制度研究会第七期報告書』に掲載し、公開を予定している。このデータをもとに、今後複数の論文を執筆していく予定である。 また、令和2年度には諸外国との比較調査ができるよう、調査項目の英語化を進めたが、現在、調査の実施の準備中にある。加えて当初の予定では取り組みを計画していた公務員志望・民間志望の学生の仕事観調査においても調査ができるよう準備を進めているところである。
• Study of The Mechanism of Coordination and Concertation in The Special Cities in Tokyo metropolis after institutional reform

  本研究では、東京都・特別区の間の相互作用を対象に、政府間での協議と調整のメカニズムの動態を解明するものである。具体的には都・区間ならびに区間相互での協議と調整メカニズムの史的展開、運用実態の調査（政策分野間での差異の分析を含む）を通じて、マルチレベル・ガバナンスに関する理論的知見の深化を図ると共に今後の大都市地域における自治制度に関する制度設計・運用への知見を析出することを目指す。 2019年度における理論研究では、専門家を招聘しての研究会を開催し、政治学における「歴史的新制度論」の知見の摂取と本研究における分析対象への応用を検討した。実務者ヒアリング調査では東京都政を報道の立場で観察するジャーナリストを招聘し、都・区間調整手続きの最も基本的な場である「都区協議会」における政治的交渉過程への知見を深めた。政策分野別の事例調査では、児童相談所設置における都区間での権限移譲を巡る相互交渉過程の調査（含 情報公開請求の活用）や東京都の都市再生政策における都・区間の調整過程（都市計画分野）の調査などを行い、東京大学行政学研究会等で研究報告を行った。そして、研究資料データベース構築作業として都区財政調整制度を巡る行政資料や関係者の証言資料の収集を行った。 以上を通じて、都区間協議手続き上の動態や、都区制度が持つマルチレベル・ガバナンスとしての理論的な特徴について知見を深めることが出来き、その成果（都区財政調整制度並びに児童相談所設置を巡る都区間の協議と調整の研究など）は研究セミナー（東京大学行政学研究会ほか）で報告された。なお、2020年5月開催予定の学会報告（日本行政学会ポスター報告）にも採択されている。
