    東京市とロンドン・カウンティ・カウンシル（以下、LCCと略称する。）は、日英の地方教育行政機関の系譜において社会教育・成人教育活動を先駆的に開拓した。本研究は、両大戦間期の大都市貧困地域における成人・青少年の学習支援の現場を実証的に明らかにしようとするものである。2021年度は、2年度目までに明らかにした両大都市の制度的基盤の上に展開した、日英成人・地域学習（adult and community learning）支援史の研究に重点を置いた。 1921年の東京市の社会教育課の発足と1913年のLCCの夜間教育改革を土台に、両大戦間期において、東京市の社会教育活動とLCCのイブニング・インスティテュートは、専門化・体系化し、発展した。特に、東京市の7つの社会教育活動（東京市連合青年団、市民音楽、商工青年修養会、市民講座、市民体育、映画教育及び労務者輔導学級）と、LCCの7つのイブニング・インスティテュート（ウィメンズ、フリー、ジェネラル、デフ、リテラリー、メンズ並びにジュニア・メンズの各インスティテュート）は、その中核的な取り組みであった。そこで、本年度は、それらの現場の写真、史料、ポスターやチラシ等の調査・発掘を糸口に、人々の身近な地域の学びの場が、いかにして同時代の東京とロンドンに成立したのかを分析した。また、東京市の実践を方向付けた初代社会教育課長大迫元繁が、米国コロンビア大学に提出した学位論文を発見し、邦訳した。 なお、ロンドン市タワー・ハムレッツ区の生涯学習政策の統括責任者への取材を交えて、コロナ・パンデミック下のコミュニティ教育の改革動向を検証した。これは、歴史的研究に必要な現代的課題意識の明確化に資するものであった。

    The present study discussed the selection of local capable people for the creation of learning support system related to the field of social and adult education focusing on the municipality of Tokyo and the London County Council during the interwar period. Based on the historical documents, I clarified principally the organization of instructors responsible for the Music Education for Citizens and the Evening Meeting for Physical Education in the municipality of Tokyo, and the panels of instructors system of the evening institutes which became the setting for adult education activities in the London County Council.

    The present study was undertaken in order to clarify the school extension for the formation of adult and community educational service through the comparision of Japan and Britain. Based on the materials in the domestic and foreigh archives, I elucidated primarily the moving-picture education and the community physical education in the Tokyo Municipal Office, and the Free, the General and the Deaf Institutes provided by the London County Council. These activities could be achieved through school extension and other ways.

    This study examines the establishment and evolution of adult education of the outreach model by the London education authority from the point of view of curriculum development. Utilizing primary materials in the possession of organizations like London Metropolitan Archives, this research clarifies the educational practices inthe Adult Schools, Women’s, Men’s and Junior Men’s Institutes for disadvantaged former nonparticipants in adult education.

    This is a comparative study in the history of adult and community educational systems between Japan and Britain with special reference to the works in the Tokyo Municipality and the London County Council, both of which were the leading local educational administrations. Research based on the primary resources of archives in Japan and Britain reveals the situation and its character of the Association of Young Men's Societies in the City of Tokyo and the Literary Institutes which formed the main works of each city.

    本研究は、1920年代初頭の社会教育行政の創始から1943年の東京都成立に至る、東京市の社会教育史について、一次資料に基づく実証的なアプローチによって、具体的な事業の開発と現場の取り組みに焦点を当てながら、考察したものである。特に、欧米成人教育の影響の下、教育活動の系統化を志向した、東京市の三つの代表的な社会教育事業である「商工青年修養会」、「市民講座」及び「労務者輔導学級」の発展プロセスとその特質を明らかにした。
